Gov. Wes Moore (D-MD) defended his state’s redistricting push to Congress on Tuesday, arguing that his effort was meant to “hear” the voice of the people rather than “stealing” their votes.
Speaking to the House Rules and Executive Nominations Committee, Moore condemned nationwide Republican redistricting efforts while painting his efforts as righteous and democratic.
“From day one, I have been very clear that if there was a national conversation happening right now about fair maps across this country, then Maryland would be a part of that conversation,” he said, arguing that President Donald Trump has asked states to reexamine their maps in an “unthoughtful way.”
“And to do it in a way where it was not about hearing the voices of the people, but it was actually about suppressing the voices of the people. But in Maryland, we decided not to do that. Because in Maryland, we will hear the will of the people,” Moore added.
He also suggested that Trump, Vice President JD Vance, and their allies are “doing everything in their power to silence the voices and trying to eliminate black leadership” nationwide.
Notably, Moore mentioned Vance every time he noted Trump in his opening address, likely with an eye on 2028.

Democrats nationwide have defended their redistricting attempts as retaliation after Texas Republicans proposed a map in August that would strip Democrats of five seats. The move triggered a nationwide redistricting race, with Republicans being encouraged by Trump.
Maryland’s Governor’s Redistricting Advisory Commission approved a map that would give Democrats control of all eight of Maryland’s congressional districts. The map could be voted on in the state’s House of Delegates as early as this week, after which it will go to the state Senate.
