It requires a simple majority to pass in the Senate and is expected to be approved in the House soon. The decision follows a test vote where eight Senate Democrats, along with Independent Senator Angus King, supported the GOP plan despite some disagreements, particularly regarding the extension of Obamacare subsidies. Thes Democrats agreed to a later vote in December on the subsidies and on reversing layoffs caused by the shutdown. This vote marks a critical step toward reopening the government and highlights divisions within the Democratic Party.

SENATE TAKES FIRST STEP TO REOPEN GOVERNMENT, FUELING DEMOCRATIC SPLIT
The vote comes after eight members of the Democratic caucus, seven Senate Democrats and Sen. Angus King (I-ME), supported an updated GOP-proposed continuing resolution plan in a test vote Sunday night.
The eight Democrats conceded on their hopes of ushering in an extension of the Obamacare subsidies to the funding deal. Instead, they settled on a promise for a December vote on the subsidies and for a reversal of the Trump administration’s shutdown layoffs.
