Blinken⁢ had been discussing the “incredible human tragedy‌ that⁣ is the⁢ Russian aggression against Ukraine” with former U.S. Ambassador to⁤ NATO Kay Bailey Hutchison before the alert went​ off.

The nationwide test ‍of the Emergency Alert System occurred on Wednesday afternoon, reaching cellphones, TVs, ⁢and radios across the country. The test,​ required⁣ by federal law​ every⁣ three years,⁤ aimed to assess the ‌effectiveness of ‍the Federal Emergency Management Agency’s​ Emergency Alert System and Wireless Emergency Alerts.
