Rhode Island Lawmakers Push for Affordable Housing with Accessory Dwelling Units
Rhode Island lawmakers are taking steps to address the state’s housing crisis by revisiting a plan to help property owners develop accessory dwelling units (ADUs). The proposal aims to boost housing production and provide more affordable rental units.
The bill, sponsored by state Rep. June Speakman, would grant homeowners the right to develop ADUs within their existing structures or on larger lots, as long as they meet building code requirements. This would allow homeowners to generate income and maintain ownership of their property.
Speakman, chairwoman of the House Commission on Housing Affordability, emphasized the need for creative solutions to increase housing construction in the state. Rhode Island currently has the lowest per-capita construction rate in the country.
Under current laws, ADUs were only permitted for direct or disabled relatives of property owners and restricted to owner-occupied properties. The proposed bill would provide a relatively simple way to make more housing units available and alleviate the housing crunch.
House Speaker K. Joseph Shekarchi, who has made addressing the affordability crisis a priority, supports the bill as part of a housing production package. A similar proposal was approved by the House of Representatives last year but stalled in the Senate.
Speakman has made changes to address concerns raised during the previous session, such as prohibiting ADUs from being used as short-term rentals and streamlining the permitting process. The measure has garnered support from organizations like AARP Rhode Island and Rhode Island Housing.
“Every Rhode Islander needs a safe and affordable home, and the only way to achieve that is by building more homes,” Speakman stated. “This bill removes obstacles to building ADUs while respecting municipal land use policies.”
