The head of the International Atomic Energy Agency on Sunday warned that military strikes alone cannot eliminate Iran’s nuclear program, saying only extreme and unthinkable destruction would fully dismantle Tehran’s capabilities.
IAEA Director-General Rafael Grossi, speaking on CBS’s Face the Nation, said nuclear war is the only way to erase Iran’s nuclear program, just one day after Iran said its Natanz Nuclear Facility was hit in an airstrike.
“Anywhere, unless it was nuclear war and you go for destruction in an unfathomable way, which we hope, of course, will not be the case,” Grossi said when asked whether the war could end Iran’s nuclear ambitions.

On Saturday, following the airstrike on Natanz, Grossi called for military restraint to avoid a nuclear accident. Recent assessments have indicated damage, though no widespread radiation leaks have been reported.
Despite those attacks, Grossi stressed that Iran retains critical knowledge and technical capacity that cannot be eliminated through conventional military means.
“This is an activity that can be relatively, I wouldn’t say easily, but it is very possible to reconstruct this effort,” he said, referring to uranium enrichment operations.
He added that Iran’s advancements in centrifuge technology, which are machines used to enrich uranium, make the program particularly resilient. He said Iran has “the most sophisticated, fast, and efficient” centrifuge machine that exists, adding that Iran knows how to make such a device.
Iran is believed to have enriched uranium up to 60%, a level close to weapons-grade material, which is typically around 90%. Grossi suggested that even if physical facilities are damaged, the underlying expertise remains intact: “You cannot unlearn what you’ve learned.”
The reality, he argued, underscores the limits of military solutions and the continued need for diplomatic oversight.
“We still need to find a framework … that is going to be providing us with the necessary visibility and sense of a clear idea of where they are,” he said.
The comments highlight growing concerns among international observers that the current conflict, while degrading Iran’s infrastructure, may not prevent the country from eventually rebuilding its nuclear program.

Efforts such as the 2015 nuclear deal, known as the Joint Comprehensive Plan of Action, were designed to limit Iran’s enrichment capabilities through inspections and restrictions.
However, the collapse of that nuclear agreement and subsequent escalation in tensions have left fewer mechanisms in place to monitor Tehran’s activities.
