Oklahoma Governor Signs “Women’s Bill of Rights” to Combat Gender Ideology
Oklahoma Republican Governor Kevin Stitt made a significant move on Tuesday by signing the “Women’s Bill of Rights,” a measure that advocates are calling a major step in combating gender ideology.
By executive order, the governor has directed public schools to provide separate locker rooms and restrooms for boys and girls. Additionally, state facilities such as prisons and domestic shelters are now required to provide separate facilities for men and women.
The order defines ”female” as “a person whose biological reproductive system is designed to produce ova” or eggs, and “male” as “a person whose biological reproductive system is designed to fertilize the ova of a female.”
The order states that radical gender ideologues pose a threat to the progress made by women and girls in society, and that the federal government is giving in to their demands. It emphasizes the “definitional, practical, and material” differences between the sexes.
The purpose of the order is to bring clarity, certainty, and uniformity to administrative rules and to address the confusion surrounding the question of “What is a woman?”
Speaking on Fox News after signing the executive order, Governor Stitt expressed his belief that it is common sense to define what a woman is and to protect women. He stated, “I have three daughters. My wife and I have been married for 25 years. I did this for them. I did it for Riley Gaines. I did it for all the young girls in the state of Oklahoma. It’s just absolutely wrong for them to be forced to change and undress in what should be a safe locker room as they’re competing.”
The governor made it clear that anyone at a state agency who violates the order will be immediately removed from their position, stating, “They’re not going to work in my administration.”
Riley Gaines, a former college swimmer who was forced to share a locker room with a trans-identifying male athlete, joined Governor Stitt as he signed the executive order. Gaines described the order as “huge.”

Gaines emphasized the significance of the order, stating that the issue extends beyond universities and is present in corporate America and the media. She spoke about the emotional blackmail used to silence those who speak out against gender ideology, highlighting the fear of losing job opportunities, friends, and scholarships.
Paula Scanlan, a teammate of the trans-identifying male athlete, recently shared her traumatic experience of sharing a locker room with him, which had a profound impact on her as a sexual assault survivor.
Oklahoma Democrats criticized the order, viewing it as an attack on transgender people. House Democratic Leader Cyndi Munson accused the governor of engaging in partisan and polarizing politics.
The executive order was inspired by model legislation developed by the conservative women’s group Independent Women’s Voice. Similar legislation based on this model has been adopted in Kansas and Tennessee.
In recent years, parents across the country have expressed concerns about minor students using school bathrooms and locker rooms designated for classmates of the opposite biological sex. Reports of sexual assaults occurring in bathrooms shared with trans-identifying students have further heightened these concerns, leading parents to demand the separation of bathrooms based on biological sex.
