New Hampshire State Senator Dan Innis, a Republican, has withdrawn his proposed redistricting bill after Governor Kelly Ayotte (R-NH) declined to support it. Innis had introduced the bill amid a nationwide GOP effort, influenced by the Trump governance, to redraw congressional maps in multiple states. However, Ayotte opposed the plan, citing concerns about the timing since it occurs in the middle of the regular redistricting cycle and emphasizing that voters prioritize other issues such as housing, child care, safety, and education. Similar redistricting battles are ongoing across the U.S., including in Texas, California, Missouri, New York, Ohio, Florida, and North Carolina, with efforts generally aimed at increasing Republican portrayal. Innis decided to pause his redistricting push to avoid internal conflicts within New Hampshire’s legislature.
New Hampshire Republican withdraws redistricting bill citing governor’s opposition
New Hampshire State Sen. Dan Innis, a Republican, has dropped his effort to redistrict the Granite State after Gov. Kelly Ayotte (R-NH) refused to endorse the plan.
Innis had been pushing to redistrict the congressional map in New Hampshire since early August, coming as part of a broader redistricting push from Republican lawmakers in several states across the country, at the direction of the Trump administration. Innis told the NH Journal he had filed the bill in late September, but yanked the bill Friday, according to Politico.
“The governor wasn’t that supportive of it since it’s in the middle of the normal redistricting cycle,” Innis told the outlet.
Ayotte came out against the redistricting plan in early August, telling reporters the mid-decade “timing is off.”
“When I talk to people in New Hampshire … it’s not on the top of their priority list. They want us to continue to work in the legislature on housing issues, child care, keeping the state the safest in the nation, and just making sure that we have the best quality education for our children,” Ayotte said in August.
The redistricting battles have caused major intra- and inter-state political sagas throughout 2025. Texas Democratic lawmakers fled to Chicago to stall their Republican colleagues’ efforts to redistrict their congressional maps. Gov. Gavin Newsom (D-CA) created a redistricting plan in the Golden State, favoring Democrats, to counteract the efforts of Gov. Greg Abbott (R-TX) and President Donald Trump to redistrict Texas for more Republican legislative seats.
“Rather than create a difficult situation in my own house, the New Hampshire State House, I thought it made sense to save this for another time,” Innis said of his redistricting plan in New Hampshire.

In addition to New Hampshire, Texas, and California, states like Missouri, New York, Indiana, Ohio, Florida, Maryland, Utah, and North Carolina have jumped into the redistricting battle throughout 2025. Legislatures in Texas, North Carolina, and Missouri have passed their redistricting maps, aimed at raking in more GOP representative seats.
Govs. Abbott and Mike Kehoe (R-MO) signed their maps into law, but Gov. Josh Stein (D-NC) does not have the power to veto legislatively passed redistricting maps, according to the Associated Press.
