New Hampshire Attorney General Launches Criminal Investigation into Robocalls Impersonating President Biden
The New Hampshire Attorney General’s office has announced a criminal investigation into a Texas-based telecommunications company believed to be responsible for thousands of robocalls sent to Democrats in the state. Republican Attorney General John Formella held a news conference on Tuesday, where he revealed that his office had issued a cease-and-desist letter to Life Corp., the company behind the robocalls. The letter ordered them to stop violating New Hampshire laws that protect against voter suppression.
According to the Washington Post, between 5,000 and 20,000 people received these robocalls featuring an AI-generated impersonation of Biden. It is currently unknown how many individuals refrained from voting due to these deceptive calls.
In the robocall, the manipulation of Biden’s voice began with the phrase “what a bunch of malarkey,” a favorite expression of the president. The voice then proceeded to say, ”It’s important that you save your vote for the November election.”
“Voting this Tuesday only enables the Republicans in their quest to elect Donald Trump again. Your vote makes a difference in November, not this Tuesday,” the message continued.
Formella did not disclose the specific software used to create the robocalls, but AI startup ElevenLabs announced the suspension of an account responsible for generating the Biden deepfake shortly after the calls surfaced.
In addition to the criminal investigation, a multistate task force is also considering civil litigation against the company. The Federal Communications Commission has already ordered Lingo Telecom to cease permitting robocall traffic after identifying Life Corp. as the source of the calls.
Formella emphasized that these actions should serve as a warning to anyone attempting to use AI to interfere in elections. He stated, “Don’t try it. If you do, we will work together to investigate, we will collaborate with partners nationwide to locate you, and we will take all available enforcement actions permitted by law. The consequences for your actions will be severe.”
Despite the robocalls, Biden emerged victorious in the New Hampshire primary thanks to a write-in effort led by Democrats in the state. Biden’s inability to campaign in New Hampshire was due to Democratic National Committee rules regarding the 2024 presidential nominating calendar, which removed the state from its traditional first-in-the-nation slot for the first time in a century.
