Jeffries: Funding won’t move forward until ‘drastic change’ in DHS bill
Jeffries says funding bills won’t move forward until there is ‘dramatic change’ in ICE funding
House Minority Leader Hakeem Jeffries (D-NY) said appropriations bills will not move forward until there is a drastic shift in the Trump administration‘s immigration operations.
“Dramatic change is needed within the Department of Homeland Security before any appropriations bill related to [Immigration and Customs Enforcement] and [Customs and Border Protection] proceeds,” Jeffries said at his press conference on Thursday.
This is the latest instance of Democrats putting their foot down over Department of Homeland Security funding after clashes between protesters and immigration officers resulted in fatal shootings of two U.S. citizens.
Over in the Senate, Democrats are negotiating with Republicans and the White House on a way to take the DHS bill out of a six-bill minibus so the remaining five bipartisan bills can pass the upper chamber and be signed into law by President Donald Trump.
Lawmakers are hoping to avoid another government shutdown, coming just a few months after the record-breaking shutdown that lasted for 43 days. If a shutdown did occur, it would be a partial one, given that six of the 12 government funding bills have already been signed into law.
Democrats are united on opposing DHS funding, with centrist senators who voted to reopen the government last fall coming out against the legislation. Leadership on both sides of the aisle is weighing a short-term continuing resolution to allow for more negotiations.
House and Senate Democrats being on the same page is a change from March 2025, when Senate Minority Leader Chuck Schumer (D-NY) helped Republicans break the filibuster on funding bills despite strong opposition from House Democrats. Schumer’s actions led to progressive House members calling for new leadership and even pushing Rep. Alexandria Ocasio-Cortez (D-NY) to primary him in 2028.
Democrats have also ramped up calls for Homeland Security Secretary Kristi Noem to resign, with House Democratic leadership stating this week that if Noem does not get fired or step down, they will commence impeachment proceedings.
Impeachment articles led by Rep. Robin Kelly (D-IL) already have over 160 co-sponsors. Jeffries dodged whether he and other members of the leadership team would sign the resolution.
“I think House Democratic leaders have made clear our position. The statement speaks for itself: If Kristi Noem is not fired immediately, impeachment proceedings will commence,” he said, adding that Democrats don’t want a “show vote, we want a successful vote.”

The minority leader said Noem needs to be “put on ice immediately” and also took shots at Stephen Miller, Trump’s political adviser serving as White House deputy chief of staff for policy and homeland security adviser.
Noem has “got to go,” Jeffries said. “And by the way, she’s not the only one. Stephen Miller is the architect of Donald Trump’s toxic immigration policies. … He’s a malignant, unelected interloper. He needs to go, as well. … We’re not interested in a change in tone. We’re interested in a change in behavior.”
