House passes three spending bills in latest effort to avoid shutdown
The House of Representatives voted to pass three appropriations bills on Thursday, a win for appropriators and GOP leadership after quelling a conservative rebellion the day before that threatened to tank the legislation.
The chamber voted 397 to 28 to pass the Commerce, Justice, and Science bill, the Energy and Water, and the Interior and Environment bills. The minibus was split up for individual votes — one on commerce and one on the other two — before being “smashed” back together for a final vote, after leaders agreed to give fiscal hawks a separate vote on the commerce legislation to show their displeasure.
While most Republicans supported the legislation, 27 voted against the minibus largely due to issues with the commerce bill.
Leaders also struck an earmark from Rep. Ilhan Omar (D-MN) in the Commerce, Justice, and Science bill, which called for a little over $1 million in funding for the Justice Empowerment Initiative by Generation Hope. But, after heightened attention on Minnesota due to allegations of widespread fraud by Somali organizations, Republicans demanded that her earmark be stripped in exchange for their votes on a procedural measure Wednesday.
“Chalk one up for the good guys,” Rep. Chip Roy (R-TX) wrote Wednesday night. “Proud to work the last two days to stop the outrageous Ilhan Omar $1 million Somali earmark. Much more to do.”
With the three bills passed by the House, they will now be sent to the Senate for consideration. The White House issued a statement that advisers to Trump would support him signing the legislation into law if the bills remain as is. The top Democrat and Republican appropriators in the Senate have offered their support of the bills, but the Senate could face some roadblocks, as Colorado’s senators issued a hold on all appropriations bills back in December 2025 over the Trump administration’s work to dismantle the National Center for Atmospheric Research in Boulder.
The hold essentially prevented Senate leadership from moving forward on a five-bill minibus before the holidays, though that minibus would have likely met staunch opposition from House fiscal hawks.
The passage of the three appropriations bills brings Congress one step closer to avoiding another government shutdown, as both Republican and Democratic appropriators have repeatedly stated they do not want to pass another continuing resolution.

However, an Immigration and Customs Enforcement-related shooting in Minneapolis on Wednesday has some Democrats calling for appropriators to demand restrictions on ICE in upcoming appropriations legislation, such as Defense or Homeland Security.
Senate Majority Leader Chuck Schumer (D-NY) said on Thursday during a press conference that that was something Democrats will take a look at, though Sen. Jeanne Shaheen (D-NH) told reporters there are “other ways to deal with ICE” when asked if she thought appropriations should be used as a response to the shooting.
