Lindsey Graham outflanks Rand Paul on border funding in Trump’s ‘big, beautiful bill’
Senate Republicans released dueling proposals to fund border security in President Donald Trump‘s “big, beautiful bill,” underscoring rare divisions over an issue that broadly unites the party.
In legislative text circulated by the Senate Budget Committee on Thursday night, Chairman Lindsey Graham (R-SC) earmarked tens of billions for border priorities, including wall construction and interior enforcement.
The framework, crafted to meet Trump’s $150 billion border request, complements legislative text simultaneously released by the Judiciary Committee that imposes new fees for asylum and other immigrant applications, but it clashes with a competing proposal released Thursday by Sen. Rand Paul (R-KY), the Senate Homeland Security Committee chairman.
His framework approves $75 billion for border security, a nonstarter for Senate leadership and the White House. Ordinarily, Paul’s committee has jurisdiction over the border component, but his insistence on slashing Trump’s funding in half prompted Graham to take the dramatic step of trying to outmaneuver him.
“As Budget Chairman, I will do my best to ensure that the President’s border security plan is fully funded because I believe it has been fully justified,” Graham said in a statement. “I respectfully disagree with Chairman Paul’s proposal to cut the Trump plan by more than 50 percent.”
The text’s release follows a heated Thursday briefing on the border money by White House policy adviser Stephen Miller. Paul did not attend, but his scrutiny of the border wall portion of the legislation, set at $46.5 billion, sparked panic among fiscal hawks demanding more granular detail to justify the expense.
Paul ultimately proposed $6.5 billion for wall construction, citing cost estimates that Trump allies say are outdated, though Paul conceded he was likely to be overruled by his conference.
“Well, I probably don’t have the majority if the caucus doesn’t support what I support. So, I understand that — the majority will get what they want,” he told the Washington Examiner.
Outside of border wall funding, Graham’s text details $45 billion for Immigration and Customs Enforcement, another $4 billion to hire border agents, and $5 billion to renovate detention facilities.
The Judiciary Committee text, released by Chairman Chuck Grassley (R-IA), provides billions in overlapping appropriations for border agencies as well as money to reimburse state and local governments assisting with enforcement efforts.
Notably, the legislation reauthorizes a radiation exposure fund that is a priority for Sen. Josh Hawley (R-MO), one of the Republican megabill holdouts.
The GOP flap over border security follows a separate incident with Trump himself. Paul, who is a “no” vote on the broader tax legislation, claimed his invitation to Thursday’s congressional picnic had been withdrawn before Trump personally extended it in a phone call.

Paul, a fiscal hawk and longtime thorn in Trump’s side, insists his vote on the legislation is “gettable” but won’t budge unless a multitrillion-dollar hike in the federal debt ceiling is removed.
His Homeland text would rescind $24 billion in “wasteful spending and reforms.”
