California Spent Over $4M On Gender-Related Surgeries For Prisoners In Past 6 Years

California has spent over $4 million of taxpayer money on gender-affirming surgeries for inmates across the state, including those on death row, since 2017.
The Washington Free Beacon released a report revealing that millions of dollars have been allocated for sex changes and other gender-related procedures for 157 inmates in California. This makes California the first state to use taxpayer funds for such operations, with four of the recipients being death row inmates.
According to the report, since 2017, California has paid for 35 male convicts to undergo vaginoplasty and labiaplasty, costing taxpayers $2.5 million. Additionally, 11 male prisoners received breast implants, amounting to over $180,000 in expenses.
The state government also covered the cost of breast removal surgeries for 40 female detainees, totaling more than $1 million.
Harmeet Dhillon (R-Calif.), the National Committee Chairwoman, expressed her belief that transgender individuals deserve respect, but using taxpayer money for experimental and scientifically unjustified surgeries is not justified.
In the current year, California prison authorities have requested an additional $2.2 million for transgender operations. This includes the hiring of two full-time psychiatrists, one physician, one surgeon, and two social workers, whose salaries are part of the expenses.
In 2017, California became the first state to mandate the use of taxpayer funds for transgender inmates’ surgeries. The state’s correctional administration confirmed that there are no restrictions on the types of treatments or surgeries that prisoners can request.
This law was enacted following a legal settlement in 2016 with Shiloh Quine, a biological male prisoner who sued California for the right to be recognized as a transgender woman and receive specific treatments and procedures to affirm their female identity.
Reportedly, in 2014, only 131 inmates in California identified as transgender. However, as of November 2023, the number has risen to 1,847, with hundreds more identifying as transgender or “non-binary” and seeking various operations.
