Biden administration looks to tie highway funding to DEI: Senate GOP memo
Republicans Accuse Biden Administration of Tying Highway Funding to “Woke Initiatives”
Republicans on the Senate commerce committee have raised concerns about the Biden administration’s approach to highway funding, claiming that it is being tied to initiatives focused on “equity” and climate change. Led by Sen. Ted Cruz (R-TX), the committee circulated a memo obtained by Fox News, highlighting their concerns.
“Billions upon billions of taxpayer dollars meant for infrastructure projects are tied to woke initiatives that are more focused on dismantling America’s infrastructure in the name of ‘equity’ and ‘climate change’ than building roads, bridges, and highways to connect the country,” the memo stated.
The memo emphasized the need for Congress to ensure that the Department of Transportation (DOT) does not prioritize what they consider to be “woke priorities” over the law as written. It criticized the concept of “racist roads” and urged the DOT to focus on much-needed improvements to highways.
Transportation Secretary Pete Buttigieg’s remarks about racism being physically built into some highways were also mentioned in the memo. While Buttigieg has advocated for racial equity initiatives, some activist groups believe he has not gone far enough in terms of funding.
Sen. Cruz announced his intention to challenge what he calls “woke anti-highway policy” through a Congressional Review Act resolution. He believes that the current criteria for grants deviate significantly from the law and unfairly favor states prioritizing mass transit and bike paths over road construction.
“Taken together, these additions, which severely deviate from the criteria in law, will favor states seeking to expand mass transit and bike paths over states wanting to build roads,” the memo explained. “The added requirements on grant agreements, which are necessary for money to be paid after awards are announced, are particularly pernicious.”
Sen. Cruz’s efforts aim to address these concerns and ensure that highway funding aligns with the intended purpose of improving infrastructure.

How does the Biden administration defend its approach of prioritizing equity and climate concerns in infrastructure funding?
Being diverted towards woke initiatives,” the memo read. “President Biden’s so-called ’equity and climate-conscious funding’ is nothing more than a blatant attempt to prioritize political agendas over the urgent need to address our crumbling highways and bridges.”
The memo specifically pointed to a proposed $10 billion fund for “environmental and social justice initiatives” as evidence of the administration’s misguided priorities. Republicans argue that this money could be better spent on repairing and improving the nation’s deteriorating infrastructure.
Sen. Cruz and his colleagues are not opposed to addressing issues of equity and climate change, but they believe that these initiatives should be funded separately and not at the expense of crucial infrastructure projects.
“We must find a balance between investing in important environmental and social justice priorities while also ensuring the safety and efficiency of our highways and bridges,” the memo stated.
Republicans are particularly concerned about the impact of these funding decisions on rural communities. They argue that diverting funds towards woke initiatives will disproportionately harm areas that rely heavily on highways for economic development and access to basic services.
The Biden administration has defended its approach, stating that investing in infrastructure and addressing equity and climate concerns are not mutually exclusive goals. They argue that promoting equity and combating climate change are integral parts of a comprehensive infrastructure plan.
“Our infrastructure investments must go beyond simply repairing roads and bridges,” said Transportation Secretary Pete Buttigieg. “We have an opportunity to create forward-thinking, sustainable infrastructure that benefits all Americans, including historically marginalized communities.”
The administration points to the potential economic and environmental benefits of prioritizing clean energy and sustainable transportation solutions. They argue that by investing in projects that reduce greenhouse gas emissions and promote renewable energy, they are not only addressing climate change but also creating jobs and stimulating economic growth.
While the debate continues, it is clear that the Biden administration’s approach to highway funding has become another point of contention between Republicans and Democrats. Finding a consensus on how to balance infrastructure needs with equity and climate concerns will be crucial for moving forward with meaningful and effective legislation.
As discussions on infrastructure continue, the nation awaits decisions on funding allocations, hoping that whatever choice is made will address the urgent need to fix and modernize the country’s highways while also taking into account the pressing issues of equity and climate change.
