Bessent picks Social Security Commissioner Frank Bisignano to be IRS CEO

Treasury Secretary and acting IRS Commissioner Scott Bessent has appointed Social Security Administration (SSA) Commissioner Frank Bisignano as the new CEO of the IRS, a newly created position. Bisignano will continue his role as SSA commissioner while overseeing IRS operations, reporting directly to Bessent.this appointment allows Bisignano to lead the IRS without Senate confirmation. Bisignano, formerly CEO of Fiserv, was confirmed by the Senate as SSA commissioner in May 2025 and is credited with improving customer service efficiency at SSA. The IRS has experienced multiple leadership changes throughout 2025, including the brief tenure and dismissal of former IRS Commissioner Billy Long. Bessent has served as acting IRS commissioner since Long’s firing. The IRS and SSA have recently been involved in data requests and meaningful workforce cuts amid ongoing agency reforms.

Treasury Secretary and acting Internal Revenue Service Commissioner Scott Bessent selected Social Security Administration Commissioner Frank Bisignano to lead the IRS after months of turnover at the tax agency’s helm.

Bisignano will serve in a new role as IRS CEO while continuing to serve as SSA commissioner.

“Frank is a businessman with an exceptional track record of driving growth and efficiency in the private and now public sector,” Bessent wrote in the announcement on X. “We are pleased that he will bring this expertise to the IRS as we sharpen our focus on collections, privacy, and customer service in order to deliver better outcomes for hardworking Americans.”

Bisignano will report directly to Bessent and oversee all IRS operations. In his appointment to the newly created role, Bisignano can assume leadership at the agency without going through a Senate confirmation process, according to the Wall Street Journal.

The Senate voted along party lines to confirm Bisignano, the former CEO of Fiserv, as SSA commissioner in May. President Donald Trump appointed him to lead the agency following the February resignation of former acting Commissioner Michelle King after she challenged the Department of Government Efficiency.

“Secretary Bessent’s selection of Commissioner Bisignano to also lead the IRS speaks to the incredible customer service turnaround that is happening at SSA. In just five months since his confirmation, SSA is serving more customers efficiently and accurately due to technology and process management improvements. In his new role, Commissioner Bisignano will still lead SSA, along with the incredibly talented executive leadership team he has assembled since his Senate confirmation,” an SSA spokesperson said in a statement to the Washington Examiner.

The IRS has seen a series of turnovers at the head of the agency throughout 2025. Trump appointed former Republican Missouri Rep. Billy Long as IRS commissioner in December 2024, but while Long awaited his Senate confirmation, four acting IRS commissioners were ousted or stepped down.

FEDERAL COURT STRIKES DOWN IRS POLICY TARGETING CONSERVATIVE GROUP

Trump fired Long in August, just two months after Senate Republicans voted to confirm him. Bessent has been serving as acting IRS commissioner since Long’s departure. As Bisignano serves in his dual role as IRS CEO and SSA commissioner, Bessent will continue serving as acting IRS commissioner.

The IRS and SSA have been at the center of DOGE’s actions this year, both in terms of data requests from the efficiency agency and federal workforce cuts. The IRS let go of more than 6,000 employees during tax season in February.
