Forty-seven Democrats voted against a photo ID amendment to the SAVE America Act in the Senate, even though Senate Minority Leader Chuck Schumer had previously said Democrats supported voter ID. The amendment, introduced by Sen. Jon Husted, would simply require photo ID to vote, with acceptable forms including a driver’s license, passport, military ID, or state ID. It needed 60 votes to pass but only received 53 ayes.
Schumer characterized the measure as creating “the single strictest voter ID law in America” and argued it would discard existing state ID requirements in federal elections.Democrats like Sen. Cory Booker and Sen. John Fetterman signaled support for voter ID in a broader sense and for clean, standalone legislation, while Schumer’s past statements indicated Democrats do support voter ID mechanisms. The article situates the vote within the broader push by Republicans to pass the SAVE America Act,which would amend the National Voter Registration Act to require documentary proof of citizenship to register and photo ID to vote,a topic on which Senate Republicans have debated tactics, including reconciliation. Forty-seven Democrats voted against a photo ID amendment on Thursday despite Senate Minority Leader Chuck Schumer previously claiming that he was supportive of photo ID.
Sen. Jon Husted (R-OH) introduced an amendment to the Safeguarding American Voter Eligibility (SAVE) America Act that would simply require photo ID to vote. Acceptable forms of ID include an unexpired driver’s license with a photo, a valid passport, a military ID, an unexpired state-ID card, among others.
The measure needed 60 votes to pass but only received 53 “AYE’s.”
Schumer claimed the amendment would “impose the single strictest voter ID law in America.”
“This radical amendment would toss out every single voter ID requirement in all 50 states for federal elections and put in an overly restrictive, one-size-fits-all approach,” Schumer reportedly said.
Yet Schumer previously said on the topic of voter ID that “Our objection as Democrats is not to a photo ID” and that “Democrats support voter ID. In fact, we included it and it is included in our Freedom to Vote legislation several years ago. So, we’re not opposed.”
Sen. Corey Booker (D-NJ) said “Yes” when asked if he would support a clean voter ID bill and said that his home state “has voter ID laws … I’ve got to show my driver’s license.”
Sen. John Fetterman (D-PA) said he wants to keep legislation “basic: PHOTO ID to vote” and said “If the GOP wants real reform over a show vote, put out a clean, standalone bill, and I’m AYE.”
The amendment comes amidst lackluster effort by the Senate GOP to pass the SAVE America Act, which would amend the 1993 National Voter Registration Act to require documentary proof of citizenship to register to vote and photo ID to cast a ballot.
Senate Republican Leader John Thune so far has refused to use a talking filibuster to get the legislation passed, which would require opposing senators to talk continuously (and only two times each) and, when they exhaust themselves, the vote would go to a simple majority vote. Instead, Thune has suggested using reconciliation to pass the SAVE Act, though Republicans have pointed out such an option is “essentially impossible.”
